Brian Mendenhall

Brian Mendenhall is an environmental planner turned project manager and senior water
resource specialist. With 18 years at Valley Water, Brian has worked on a myriad of projects
from grants to watershed plans to future funding measures. With collaboration as a key
strength, Brian has worked on several regional efforts as well, including as a south bay
representative for the Bay Area Integrated Regional Water Management Plan and as Chair for
the Bay Area Flood Protection Agencies Association. When he is not working, he loves to spend
time visiting national parks with his family and making noise in his music studio.

Marta Lugo

For more than 7 years, Marta Lugo has been part of the senior leadership team at
Valley Water, where she serves as deputy officer to the Chief of External Affairs to
manage and lead agency-wide External Affairs programs and initiatives to promote,
raise awareness and build broad community-wide support for safe, clean water, flood
protection, and environmental stewardship. Prior to joining Valley Water, Marta was the
crisis and emergency risk communications planner, trainer and communications project
manager for the County of Santa Clara’s Public Health Department.
